Research task
This Research Department examines the dynamics and structures of low income households that are receiving transfers in accordance with the Social Code, Book II (SGB II) and other public transfers. It analyses the impact of household composition, its income resources and the labour market participation of its members on the amount and duration of benefit reception.
The analysis of the employment and benefit history of households in need forms the starting point for the analysis of exits of individual persons/households from benefits and their capacities to earn their own living. The conditions for entries to and exits from benefit reception as well as the duration of transfer dependence are examined according to the type of household. The studies contribute to understanding the rise of working poor households in Germany.
The Research Department is building a large sample database on benefit and employment histories of households in need stemming from administrative data available through the Federal Employment Agency. This Administrative Household Panel forms the empirical basis for the research on benefit dynamics in the context of activating policies.
The studies also make use of national micro data on population characteristics and income like the Labour Force Survey (Mikrozensus), Social Assistance Survey, and the Income and Consumption Sample to explore the social background of low income households and their labour market participation.
The Research Department has been in charge of collecting new survey data for the evaluation of the impacts of the new transfer system after 2005. It was involved in the first cross-section survey on households in need entering the new system and in preparing the sampling of PASS, the Panel "Labour Market and Social Security".
