Involvement of the IAB with the Federal Ministry of Labour and Social Affairs

The IAB develops the framework for its research in accordance with the statutory mandates of SGB II in cooperation with the Federal Ministry of Labour and Social Affairs (Bundesministerium für Arbeit und Soziales, BMAS). This ministry also represents the concerns of the Federal Ministry for Health (Bundesministeriums für Gesundheit) as far as these refer to the occupational integration of persons with special needs. Coordination takes place at the level of the respective specialized department of BMAS "Basic Issues of Labour Market Policy" (Grundsatzfragen der Arbeitsmarktpolitik).

In the area of SGB III, annual meetings with representatives of this department guarantee close cooperation. In addition, the IAB submits its annual research and work programme to the Self-government Board of the Federal Employment Agency of which the Ministry is also a member.

Where research matters under Book II of the Social Code (SGB II) are concerned, the statutory mandate is more precisely specified in an administrative agreement between the Executive Board of the Federal Employment Agency and the Federal Ministry for Labour and Social Affairs as well as in a target agreement which currently extends up to the year 2012. Closer coordination is achieved through meetings with representatives of the Ministry which take place at present every half year. The IAB likewise summarizes the status of its work in half-yearly reports. When designing its projects, the IAB is independent as far as content, choice of research methods, and the publication of its findings are concerned.

In addition to this, the IAB coordinates its research programme with the Executive Board of the Federal Employment Agency. Content-related inputs from specialists in the Federal Employment Agency are continually being assimilated. This takes place through numerous different interfaces. Nonetheless – here also – IAB research results are published independently and in a timely manner as soon as project results are available.
