Junge Migrantinnen und Migranten in Ausbildung und Beruf

Der aktuelle Bildungsbericht bestätigt erneut prekäre Ausbildungsperspektiven für bildungsbenachteiligte Jugendliche. Trotz eines kontinuierlichen Rückgangs der Schulabbrecherzahlen in Deutschland, gehen ausländische im Vergleich zu deutschen Jugendlichen mehr als doppelt so häufig ohne Hauptschulabschluss ab. Und sowohl hinsichtlich der Fachhochschul- als auch der allgemeinen Hochschulreife nähern sich die Abschlussquoten von deutschen und ausländischen Jugendlichen nicht an.

Die Infoplattform gibt mit einer Auswahl von aktuellen Literatur- und Forschungsprojektnachweisen einen Einblick in den Stand der schulischen und beruflichen Integration von Jugendlichen mit Migrationshintergrund. Sie beleuchtet, welche individuellen, sozioökonomischen und strukturellen Einflussfaktoren die Erfolgsaussichten bei den Einmündungsprozessen in Ausbildung und Beruf vermindern und welche Interventionsstrategien sie verbessern können.

    "Exploiting variation created by Deferred Action for Childhood Arrivals (DACA), we document the effects of immigrant legalization on immigrant mobility investments and economic outcomes. We provide new evidence that DACA increased both geographic and job mobility of young immigrants, often leading them to high-paying labor markets and licensed occupations. We then examine whether these gains to immigrants spill over and affect labor market outcomes of U.S.-born workers. Exploiting immigrant enclaves and source-country flows of DACA-eligible immigrants to isolate plausibly exogenous variation in the concentration of DACA recipients, we show that in labor markets where more of the working-age population can access legal protection through DACA, U.S.-born workers see little-to-no change in employment rates and actually observe increases in wage earnings after DACA's implementation. These gains are concentrated among older and more educated workers, suggesting immigrant workers complement U.S.-born workers and immigrant legalization generates broader local labor market benefits."     "Europe is experiencing heightened public attention toward anti-immigration policy reforms and restrictions. Despite the potential importance of these policy changes, we do not know whether these policies influence how immigrant children perceive their futures in their host countries. Employing secondary data analysis of the Program for International Student Assessment and the Migrant Integration Policy Index data, I show that a decrease in policy support for immigrant integration is associated with a decrease in how good of a job immigrant children expect to have when they are adults. Since students’ occupational expectations influence their eventual status attainment, this article shows that a decrease in pro-integration policies has important implications for the integration of immigrants into their host countries and for their life trajectories."     "Aktuell gibt es eine steigende Zuwanderung in den deutschen Arbeitsmarkt - nicht nur von Geflüchteten, sondern auch durch die aktive Anwerbung ausländischer Fachkräfte. Im Hinblick auf eine erfolgreiche ökonomische und soziale Integration spielt das duale Ausbildungssystem eine wichtige Rolle. Allerdings zeigen sich bei zugewanderten Auszubildenden deutlich höhere Abbruchquoten als bei Auszubildenden mit deutschem Pass. Besonders ausgeprägt ist das in Branchen, die stark vom Fachkräftemangel betroffen sind, wie im Handwerk oder den Pflegeberufen. In diesem Policy Paper werden Faktoren identifiziert, die die Integration junger Zugewanderter in den Ausbildungsmarkt verbessern und entsprechende Handlungsempfehlungen an Ausbildungsbetriebe und politische Akteure formuliert."     "This article depicts the obstacles within the vocational education for trainees with escape and migration experience in Germany. The structure of the highly formalised vocational training system in Germany is based on the assumption of a ‘normal case’ of an educational biography. However, this neither applies to the often-broken educational pathways of refugees and immigrants, nor to an increasing number of young people without migration experience. Access to training is largely organised by the private sector, and so, applicants outside the classic profile are often disadvantaged both in access and in the learning processes within the training. The article focuses on the challenges of trainees with escape and migration experience in vocational schools as part of dual vocational training, and discusses the extent to which these schooling structures are inclusive or discriminating.     "Using data from the German Socio-Economic Panel (GSOEP), this paper employs sequence analysis to identify “typical” early (observation window limited to ages 15 to 30) employment and family formation trajectories among female second-generation migrants in Germany. For the employment domain of the life course, four types of employment trajectories were identified according to their modal states: “long education,” “full-time employment,” “part-time employment,” and “non-employment.” For the family domain of the life course, three types of family trajectories were identified: “postponement of family formation,” “early family formation,” and “early single motherhood.” For the analysis on cluster affiliation, a multinomial logistic regression was used to investigate how parental origin relates to jointly determined employment and family trajectories. As expected, the descriptive results showed that trajectories of low labor market participation are highly related to trajectories of early family formation. The categorization by parental origins shows that there were few differences in the trajectories of most native and G2 women groups. One pattern that stood out was that compared to other origin groups, G2 women of Turkish parental origin were more likely to be on an early family formation path, and they were more likely to be on a path with multiple non-employment spells. In the modeling strategy, the remaining differences in the women’s patterns were partially explained by the differences in their socioeconomic backgrounds (compulsory school track and the father’s professional degree) and their maternal employment role models (the mother’s employment when the woman was age 15)." Stability is a conceptual companion of flexibility; however, its role has been vastly underestimated in the literature on working life. The key aim of this article is to explore the processes of meaning-making concerning work stability among young people with mobility experiences. Focusing on the intersection between career studies, mobility studies, and youth studies, the aim is to answer the following research questions. (1) How do young people with mobility experiences perceive stability in the context of the labour market? (2) What are the roles of spatial mobility and previous work experience in the perception of work stability?     "In dem vorliegenden Artikel stand, frei nach der ehemaligen Bundeskanzlerin, die Frage im Raum, schaffen die in der Untersuchung befragten Betriebe es, die Geflüchteten in die duale Ausbildung zu integrieren. Der Integrationsprozess wird dabei von den befragten Personen größtenteils als erfolgreich und funktionsfähig angesehen. Es kann daher aus betrieblicher Sicht konstatiert werden: „Yo, wir schaffen das“. Entsprechend kann auch die Frage, wie die Betriebe es schaffen, beantwortet werden. In den durchgeführten Interviews sind hierfür vielfältige Voraussetzungen, Herausforderungen und Gelingensbedingungen benannt worden. Eine Auswahl dieser ist in diesem Artikel anhand exemplarischer Zitate aus 29 Interviews mit betrieblichen Akteur:innen veranschaulicht worden. Für die befragten Betriebe ist die Integration Geflüchteter eine langjährige und anspruchsvolle Aufgabe. Entsprechend benötigt es für den Gelingensprozess Zeit. Exemplarisch hat sich gezeigt, dass die berufliche Ausbildung von den Betrieben als für die Integration Geflüchteter funktionsfähig angesehen wird. Die Ergebnisse der empirischen Untersuchung knüpfen an den beschriebenen Forschungsstand an, ergänzen und erweitern diesen und führen hierzu konkrete betriebliche Beispiele an.     Learning from experience: integrating disadvantaged young people through mobility schemes: ESF Transnational Cooperation Platform - Community of Practice on Employment, Education and Skills (2022)

    Abstract

    "Trans-European mobility has been at the core of EU education policy since the introduction of mobility programs in the 1980s when the Erasmus and Youth for Europe programmes were introduced (in 1987 and 1988, respectively). Under the SOCRATES, Lifelong Learning Program (particularly the Leonardo and Erasmus strands) and the Erasmus+ programs mobility has become an important tool to provide young people with an experience of studying and working abroad. Significantly, the new Erasmus+ program for the 2021-27 period will have an estimated budget of EUR 26.2 billion, almost double the amount allocated to the 2014-20 programming period, with 70% of the budget dedicated to mobility.Mobility programs have demonstrated that they can have an impact on learners’ skills and competences as well as wider skills such as level of autonomy, confidence, independence, and open mindedness. In addition, a mobility period can help learners to define their future career and life choices. The evaluation of the Erasmus+ program found that participants had a shorter transition time between education and employment.4.The research on the longer-term investment of mobility programs is in its infancy, for example, with ongoing research (at the time of writing) into the cost-benefit analysis of mobility programs in Czechia. However, mobility should be considered as a longer-term investment in individuals, particularly those from vulnerable groups as they may endure less periods of unemployment compared to their peers. Historically, existing mobility programs such as the Leonardo program and Erasmus+ programs have tried to target those with fewer opportunities as part of the focus on social inclusion, but they have not been extremely successful. The category of ‘fewer opportunities’ is extremely broad and has tended to cover young people not in employment, education or training (NEETs), unemployed and underemployed, people with disabilities and minorities. The mid-term evaluation of the Erasmus+ 2014-20 program found that just 11.5% of the total number of participants in Erasmus+ were disadvantaged young people. Die Ergebnisse in diesem Kurzbericht zeigen, dass die Anerkennung im Ausland erworbener beruflicher Abschlüsse dem entgegenwirken kann: Sie erhöht nicht nur die Beschäftigungschancen von Migrantinnen und Migranten deutlich, sondern auch ihre Verdienste, sodass eingewanderte Arbeitskräfte zum Niveau der Einheimischen aufschließen.     "The prospect of upward social mobility is a central motive for international migration. Curiously, the nexus of spatial and social mobility attracted attention only relatively late and existing research on intergenerational social mobility usually concentrates on the constellation within the nation state. This chapter expands on this literature by investigating the intergenerational social mobility of international German migrants from the perspective of the country of origin. First, we focus on the social origin of internationally mobile and non-mobile persons using data from the German Emigration and Remigration Panel Study (GERPS) and the German Socio-Economic Panel (SOEP). How do the two groups differ in their social background? What kinds of capitals do international migrants inherit from their parents? In a second step, this chapter explores the differences in social fluidity between migrants and non-migrants. Does international mobility increase social fluidity? Our findings suggest that German emigrants are positively selected in terms of their social origin. Their parents are more likely to have academic degrees and to belong to the upper service classes compared with non-migrants. Although social fluidity is not significantly higher among emigrants compared with non-migrants, their risk of downward social mobility is significantly reduced."     "The German Green Card programme that was in place from the year 2000 to 2004 was intended to counter claims propagated by industry and trade associations of a shortage of ICT professionals. Even if it is debatable whether the programme can be judged as a success in terms of the absolute number of Green Cards issued, it provides important insights into the long-term integration of migrants from third countries coming to Germany for employment purposes - a matter where the Green Card programme was successful beyond the policy it was originally designed for. Using sequence and cluster analyses to examine the employment trajectories of some 1500 Green Card recipients who came to Germany reveals the personal, occupational and firm-specific characteristics that have contributed to successful integration. It emerges that the likelihood of a Green Card recipient becoming successfully integrated in the German labour market is quite high and grows with increasing establishment size. Other factors beneficial to integration are a moderate agreed wage, employment in a more technically-oriented occupation and in particular being of Central or Eastern European origin. Against the background of the current debate surrounding demographic change and the growing skill shortages, the results obtained in this paper provide indications as to how human capital that is in demand globally and is correspondingly mobile can be bound to the German labour market in the longer term."     Abstract

    "Neben der Steigerung der Attraktivität des Pflegeberufes gilt die Anwerbung internationaler Pflegefachkräfte als eine der ergänzend notwendigen Maßnahmen der Fachkräftesicherung in der Pflege. Anstrengungen zur Integration der internationalen Fachkräfte können für die integrierende Institution mit der Erfahrung verbunden sein, dass die angeworbenen Kräfte nach Abschluss der Integrationsmaßnahme zu einer anderen Einrichtung wechseln. Einige Pflegekräfte gehen auch in ihr Herkunftsland zurück. Eine vertragliche Bindung an die Einrichtung ist keine ethisch tragbare Lösung. Vorgeschlagen wird, Integrationskosten ebenso zu verteilen wie die Ausbildungskosten in der Pflege, da nicht zwingend nur die integrierende Einrichtung von den Anstrengungen profitiert."     "Die Arbeitsmarktsituation junger Menschen erfordert ein besonderes Augenmerk, da hier entscheidende Weichen für die spätere Erwerbsbiografie gestellt werden. Berlin verzeichnete lange Zeit im Bundesländervergleich besonders hohe Jugendarbeitslosenquoten, die insbesondere aus einer unzureichenden Lehrstellenversorgung resultierten. Sowohl im Zuge des Nachwendegeburtenknicks als auch aufgrund eines zunehmenden und selbsttragenden Aufschwungs in den letzten zehn Jahren besserte sich die Situation sukzessive. Es konnten mehr junge Menschen in Berlin in Ausbildung und Beschäftigung finden, sodass die Jugendarbeitslosenquote deutlich abgebaut wurde. Gleichwohl offenbaren die Ergebnisse des vorliegenden Berichts anhaltende Defizite und Potenziale, die es auszubauen gilt. So fällt die Jugendarbeitslosenquote junger Ausländer in Berlin nach wie vor deutlich höher aus als diejenige der deutschen Jugendlichen, was auf strukturelle Unterschiede und Probleme hindeutet. Darüber hinaus weisen junge Ausländer aus den Asylherkunftsländern momentan noch besonders hohe Arbeitslosenquoten auf, die weitere Anstrengungen erfordern, um eine Verfestigung in Arbeitslosigkeit zu verhindern und bestehende Unterschiede zu reduzieren."     "In diesem Artikel analysieren wir individuelle Faktoren und situative Bedingungen, unter denen Einwanderer mehr oder weniger wahrscheinlich in aufnahmeland-spezifisches Humankapital investieren. Theoretisch stützen wir unsere Analysen auf einen Ansatz des Humankapital-Investitionsmodells von Zuwanderern und verbinden diesen mit einem Basismodell für rationale Bildungsentscheidungen. Mit Hilfe eines Choice-Experiments simulieren wir einen Entscheidungsprozess unter Flüchtlingen in Deutschland und untersuchen die Determinanten von Investitionsentscheidungen in aufnahmeland-spezifische Qualifikationen wie z.B. Berufsausbildung. Das Choice-Experiment wurde im Rahmen des IAB-BAMF-SOEP-Flüchtlingssurvey (2020) durchgeführt, einer repräsentativen Längsschnittbefragung von neu nach Deutschland gekommenen Flüchtlingen. Die Ergebnisse zeigen, dass sich die Wahrscheinlichkeit von Flüchtlingen, in berufliche Bildung zu investieren, an der Übertragbarkeit von ausländischem Humankapital, dem Zeithorizont für Investitionen und rationalen Kosten-Nutzen-Überlegungen orientiert. Die Erfolgswahrscheinlichkeit der Investition ist für sich selbst maßgebend, verstärkt aber auch die Bedeutung von Kosten und Nutzen bei Bildungsentscheidungen." (Autorenreferat, IAB-Doku)

    "It is a well-established finding in the literature that immigrants make ambitious educational choices. Once controlling for prior achievement and socioeconomic status, children of immigrants are more likely than natives to switch to the more demanding educational tracks. However, less is known about whether immigrants can actually benefit from these optimistic choices in terms of educational attainment or whether they have a higher risk of dropping out from the more demanding tracks. By focusing on a representative sample of adolescents with and without immigrant background in Germany, this contribution investigates how enrolment and completion rates change over time—from the end of lower secondary education until the end of upper secondary education—and how this affects ethnic inequalities in educational outcomes. When comparing academic completion rates and academic enrolment rates in grade 9, we observe long-term improvements within the immigrant group as a result of immigrants’ ambitious choices. When comparing both outcomes between natives and immigrants, however, ethnic differences in academic completion rates remain comparable to the disparities in enrolment rates as observed in grade 9."
