The dynamics of employment in the European Union


"Measuring labour market performance in terms solely of levels or flows of employment or unemployment will not capture the true dynamics of the labour market. If the interaction between flows and levels is to be captured, an integrative approach is required. This chapter offers an integrative and comparative perspective on labour market transitions in Europe. Section 1 develops a systematic framework for a descriptive analysis based on transitional labour market theory. Section 2 sets down a benchmark for comparing the actual flow dynamics with a steady state and applies the analytical framework to 11 EU member states on the basis of the European Community Household Panel (ECHP). Section 3 concentrates on two key transitions, focusing on the status after leaving education or training and that after leaving unemployment. Section 4 concludes with suggestions for future research. Since methodologies and data sources for dynamic labour market studies are still underdeveloped, the following contribution has to be understood as a first but necessary step into a vast field of fascinating analytical possibilities."
