"This paper will concentrate an changes in the delivery of labour market programmes and take Germany as an example for comprehensive labour market reforms in this respect. In its first part it will deal with the labour market in Germany and discuss recent problems as well as possible reasons for recent developments. The next part addresses the comprehensive labour market reform since 2003. After this a more theoretical section follows discussing the role of intermediaries in the labour market and categorizing different employment service regimes. The corresponding section looks in more details at public and private employment agencies in Germany. The paper closes with some lessons from the German case." (Author's abstract, IAB-Doku) ((en))
