"Rhineland-Palatinate has not coped as well as other federal states with structural changes in the economy; it has also had lower employment growth rates between 1993 and 2001. Two important reasons for this poor development are, firstly, the fact that service sectors with high employment growth rates are under-represented in Rhineland-Palatinate, and, secondly, that the share of highly skilled labour is relatively low. The structural weakness has been further enhanced as a result of the state's history as a military deployment area in an insecure border region and the special role of the military even after the state was founded. Due to these poor starting conditions, only isolated areas of intense economic activity have emerged. The most important of these is the chemical industry in Ludwigshafen."
