"Employer-based wage subsidies that aim to integrate hard-to-place workers back into the labour market were modified in 2004 as part of the 'Hartz Reforms'. This paper analyses the effects of this programme reform. Based on previous studies, a negative influence for persons with severe problems of reintegration is expected. However, an empirical analysis of the characteristics of workers subsidized does not corroborate this hypothesis. Potential explanations are the handling of the programme by the local employment agencies and the communication of the programme to firms and jobseekers. This interpretation suggests that the implementation of labour market policies on the local level is important for an assessment of the impact of institutional reforms."
