"German labour law contains a large number of thresholds. These indicate the number of employees that an establishment needs to have before a law or certain regulations come into effect. The new German Government agreed to consider the harmonisation of these threshold regulations. Starting points for such a harmonisation are, on the one hand, the unification of threshold levels, which are based on the number of employees and which vary between the regulations; on the other hand the Government could reduce the values of the thresholds. This article explains both approaches and their effects on establishments and employees, and discusses them critically. Finally the Establishment History Panel (BHP) is used to show how many establishments and employees could be affected by moves to harmonise thresholds." (Author's abstract, IAB-Doku) ((en))
