"Vocational training programmes that are funded by the Public Employment Service aim to improve the employment prospects of participants and provide workers with qualifications that meet the needs of the organizations and the economy. This article summarizes the empirical evidence for Germany on active labour market programmes that provide further training as well, to a lesser extent, those that offer initial training. The main focus is on micro-econometric studies that estimate treatment effects on those who participate in the programmes. A host of studies has investigated the effects of further vocational training programmes or of short training programmes for participating unemployed persons. The majority of studies conclude that these programmes do, on average, improve the labour market prospects of participants. However, few results are available on funded training programmes for employed persons as well as on training programmes for disabled persons and for younger persons."
