"The unfavourable situation on the labour market in Germany of the years 2001 to 2005 and the implementation of the Hartz Reforms could have led to an increasing willingness on the part of unemployed applicants and employees to make concessions. This was at least one of the proclaimed goals of the Hartz Reforms: to get vacant jobs filled more quickly by encouraging those looking for work to become increasingly more active. This article examines whether, and why, unemployed applicants and employees were more willing to make concessions. Using data from the IAB Job Vacancy Surveys 2005 and 2006 it examines, on the basis of logistical regression analysis, the extent to which establishments noticed a change in behaviour of both groups in the course of the years 2005 and 2006. The establishments for their part observed both on the part of unemployed applicants as well as for employees an increased willingness to make concessions in the years studied. The analyses give indication of the fact that, along with the unfavourable situation on the labour market and in-house factors, the labour market reforms that took place between 2003 and 2005 also influenced this perception."
