Abstract

"Since the introduction of Book II of the Social Code (SGB II), the question has been discussed controversially which of the two central support institution models - the ARGEn (agencies run jointly by local employment agencies and the local authorities) or the opting local authorities (those choosing to be the sole agency administering basic income support to job-seekers) - perform best in carrying out the tasks and aims of basic income support for those in search of a job. However, the evaluation of the support institutions conducted in accordance with Section 6c of Book II of the Social Code (SGB II) does not give a clear answer. On the contrary, the results of the comparison of performance are ambivalent and show both the advantages and disadvantages of each of the two methods of implementation. In respect to the overriding goal of Book II of the Social Code - the overcoming of dependency by means of integration into work - the ARGEn have a clear advantage. On the other hand, the supporting local authorities show merit in relation to the retention of employability and the social stabilisation of those receiving benefits under Book II of the Social Code. However, in general, the findings show that the essential differences between successful and less-successful offices administrating basic income support are to be found within the individual models, rather than between the two models themselves."
