"The framework conditions of labour market policy - first on the basis of the Employment Promotion Act (Arbeitsförderungsgesetz) of 1969 and, as of 1998, on the basis of Books II and III of the Social Code (SGB II and III) - are changing continually. This has been connected to a transformation in the way labour market policy is understood and in the significance it is allotted, a transformation that was based on the one hand on changes in the theoretical mainstream that describes the shift from demand-orientated economic policy (macroeconomic perspective) to a supply-orientated policy on the labour market (microeonomic perspective)."
