"This article addresses the question of how counselling and job placement activities for job seekers function in Germany and how effective these services are. We look at a variety of different studies dealing with counselling processes. Findings indicate that model projects with a better caseworker-to-client ratio result in more job placements. Sanctions and cut-off periods from benefits lead to faster transitions into employment, although negative effects on the quality of jobs cannot be ruled out. Further research might consider the effects of key counselling sequences and possible 'spillover effects', meaning that more intensive counselling of particular groups might have an impact on the employment chances of other groups."
