    Man calculates sum of money.In May, June and July, the IAB and the Labor and Socio-Economic Research Center (LASER) of the Friedrich-Alexander University Erlangen-Nuremberg jointly organize a weekly virtual seminar series on "Minimum Wages and Low Wage Policies"

    In the seminar, current research projects from the international research community are presented and discussed.

    The next seminar by Holger Stichnoth (ZEW – Leibniz Centre for European Economic Research) and Jorge Perez (Banco de México) takes place on May 10th at 5pm Central European Summer Time.

    Virtual Seminar series: Corona – leveller or amplifier of social and economic inequality?

On the left end there is a red man with a small stack of coins, on the lower right end there is a blue man with two larger stacks of coins.Is Corona the great leveller? Or are old and new inequalities being reinforced? The goal of this seminar series is to bring together empirically based contributions from the fields of sociology, economics and related fields on issues of social policy, social and economic inequality in the Corona crisis.

    The seminar series starts on 10 May 2021 at 11:30 am with an introduction by IAB Director Professor Bernd Fitzenberger, PhD. Afterwards Katja Möhring, University Mannheim, speaks about "Inequality in employment trajectories and their socio-economic consequences during the early phase of the COVID-19 pandemic in Germany".

    Who Suffers the Greatest Loss? Costs of Job Displacement for Migrants and Natives

    The authors are the first to provide empirical evidence on differences in the individual costs of job loss for migrants compared to natives in Germany. Using linked employer-employee data for the period 1996-2017, they compute each displaced worker’s earnings, wage, and employment loss after a mass layoff in comparison to a matched, nondisplaced, control worker.

    European Labour Market Barometer: A more positive outlook on the European labour market

    The European labour market barometer provides an outlook for the development of the European labour market in the next three months. In April 2021, component A (unemployment) stands at 101.0 points; component B (employment) stands at 101.4 points; the European labour market barometer averages both components and stands at 101.2 points. Values above 100 signal a positive outlook, values below 100 signal a negative outlook.The European Labour Market Barometer continues to rise in April and reaches 101.2 points, signalling a more positive outlook on the development of the labour markets in Europe. The leading indicator of the European Network of Public Employment Services and the Institute for Employment Research (IAB) rises by 0.5 points compared to March, and clearly surpasses the 100-point mark – which would signify a stagnation in development.

    Industry interconnectedness and regional economic growth in Germany

    Urban systems, and regions more generally, are the epicenters of many of today’s social issues. Yet they are also the global drivers of technological innovation and thus it is critical that we understand their vulnerabilities and what makes them resilient to different types of shocks. We take regions to be systems composed of internal networks of interdependent components. As the connectedness of those networks increases, it allows information and resources to move more rapidly within a region. Yet, it also increases the speed and efficiency at which the effects of shocks cascade through the system. Here we analyze regional networks of interdependent industries and how their structures relate to a region’s vulnerability to shocks. Methodologically, we utilize a metric of economic connectedness, known as tightness, which attempts to quantify the ambiguous notion of a region’s internal connectedness relative to other regions.

    European labour market dynamics after the outbreak of the Covid-19 crisis

    Graphic with an arrow pointing downIn the Covid-19 crisis, governments around the world are struggling to secure jobs and businesses. Short-time work and comprehensive liquidity support benefit companies, which have so far relied more on these measures than on layoffs. However, the uncertain economic outlook deters many firms from hiring new staff. Also, the number of potential workers is declining throughout Europe, as many are withdrawing from the labour market. In order to analyse the mechanisms behind these dropping employment figures, this article gives an outline of developments in labour market flow statistics in Europe after the outbreak of the Covid-19 crisis.

    Central Exams and Adult Skills: Evidence from PIAAC

    Central exams are often hypothesized to favorably affect incentive structures in schools. Indeed, previous research provides vast evidence on the positive effects of central exams on student test scores. But critics warn that these effects may arise through the strategic behavior of students and teachers, which may not affect human capital accumulation in the long run. Exploiting variation in examination types across school systems and over time, we provide the first evidence that central exams positively affect adult skills. However, our estimates are small compared to the existing estimates for students, which may indicate some fade-out in the effect on skills over time.

    Temporary overpessimism: Job loss expectations following a large negative employment shock

    Job loss expectations were widespread among workers in East Germany after reunification with West Germany. Though experiencing a large negative employment shock, East German workers were still overpessimistic immediately after reunification with respect to their job risk. Over time, job loss expectations fell and converged to West German levels, which was driven by a stabilizing economic environment and by an adaptation of the interpretation of economic signals with workers learning to distinguish individual risk from firm level risk.

    Gender Differences in Reduced Well-being during the COVID-19 Pandemic – the Role of Working Conditions

    The COVID-19 pandemic has had very different impacts on the employment and family work conditions of men and women. Thus, it might have jeopardised the slow and hard-won reduction of gender inequalities in the division of labour achieved in recent decades. Using data from the National Educational Panel Study (NEPS) and its supplementary COVID-19 web survey for Germany, we investigate the relationship between working conditions and gender differences in subjective well-being during the first months of the pandemic. Therefore, we systematically consider the household context by distinguishing between adults with and without young children. The results from multivariate regression models accounting for pre-corona satisfaction reveal a decline in all respondents’ life satisfaction, particularly among women and mothers with young children. However, the greater reduction in women’s well-being cannot be linked to systematic differences in working conditions throughout the pandemic.

    The effects of private versus public health insurance on health and labor market outcomes

    Among health care systems with both public and private elements (such as in the US and Germany), an important question is whether the type of health insurance exerts an impact on workers’ careers. We exploit the unique German case of a two-tier health care system to analyze whether opting out of public statutory health insurance and into private health insurance affects the specific health and employment outcomes of employed workers over a period of nine years. We exploit administrative registers and apply a fuzzy regression discontinuity design. We do not find any evidence that the type of health insurance affects employed workers’ outcomes in the medium or long run. This suggests that even though private health insurance entails more comfortable healthcare conditions, public health insurance does not come with heavy health impairments or detrimental employment outcomes.

    "Acceptance of social and labor market programs and regulations": Methodological report on the second survey

    The project “Acceptance of social and labor market programs and regulations” asks citizens about their assessment of specific design alternatives for social and labor market policies in Germany. This report describes the design and the field organization of the second online survey conducted by the project. Furthermore, it presents a selectivity analysis of contact and participation probabilities as well as for consent to merge the survey data with administrative data.
