Auf der Flucht vor Krieg und politischer Verfolgung verlassen viele Menschen ihr Heimatland und suchen Schutz und neue Perspektiven in Deutschland und beantragen Asyl. Die Beteiligung am Arbeitsmarkt wird häufig als Schlüssel für die gesellschaftliche Integration der Fluchtmigrantinnen und -migranten gesehen. Welche Qualifikationen bringen die Menschen mit, welche arbeitsmarktpolitischen Maßnahmen sind hilfreich?     "Die Arbeitsmarktintegration von Geflüchteten wird insbesondere zu Beginn ihres Aufenthalts durch verschiedene institutionelle Hürden wie Asylverfahren, Beschäftigungsverbote und Wohnsitzauflagen beeinträchtigt, die im Zeitverlauf abgebaut werden. Das zeigen Analysen auf Basis der IAB-BAMF-SOEP-Befragung von Geflüchteten. Sprach- und andere Integrationsprogramme erleichtern zudem schrittweise die Integration in den Arbeitsmarkt.     "This study uses a randomized controlled trial to evaluate a new program for increased labor market integration of refugees. The new program starts shortly after the residence permit is granted and uses three main components: early and intensive language training, work practice with supervisors, and job search assistance performed by professional caseworkers. The immediate and intensive assistance contrasts previous integration policies which typically constitute low-intensive help over long periods of time. We find large positive effects on employment of the program, with magnitudes corresponding to around 15 percentage points. A mediation analysis shows that 7–8 percent of the impact of the program seems to be explained by increases in documented language skills.     "Auf Basis von Selbsteinschätzungen der Deutschkenntnisse aus der IAB-BAMF-SOEP-Befragung von Geflüchteten aus dem Jahr 2021 zeigt sich, dass die in den Jahren von 2013 bis 2019 eingereisten Geflüchteten ihre Deutschkenntnisse zunehmend verbessert haben. Gleichwohl bestehen noch immer deutliche Unterschiede zwischen den Geschlechtern.     "Frontline workers in host-country state organizations influence refugees’ life chances and social integration. Yet little is known about how the local organizational environment shapes the action orientations of street-level bureaucrats (SLBs). This article explores how German job centers and placement officers have responded to the unprecedented increase in refugee clients following the winter of 2015/16. Our findings suggest that new organizational structures motivate SLBs to interpret rules flexibly and do what works well. This pattern of authorized rule bending is relevant for overcoming the limits of activation and for the inclusion/exclusion of refugees as mediated by state bureaucracy."     "Compared to their male counterparts, refugee women exhibit low employment rates in many countries. Discrimination by recruiters could possibly explain this phenomenon, but thus far, there is little direct evidence on this. This study addresses this gap. We develop a set of hypotheses about the effects of gender and family status on refugees' labor market integration, and then test these hypotheses using data from an original survey experiment administered in 2019 to online panels of recruiters in three major refugee-receiving countries (Germany, Austria, and Sweden). We find that recruiters indeed prefer female over male refugees across different job types, all else equal. However, we also find evidence of a disadvantage connected with motherhood among refugees. Overall, our findings raise doubts about the relevance of discrimination as an explanation for the observed employment gap between male and female refugees." (Author's abstract, IAB-Doku) ((en))

    "An ample scholarly literature on voluntary migration has shown that migration is a highly selective process, resulting in migrant populations that often differ significantly from their respective population of origin in terms of their socio-demographic characteristics. The literature attributes these differences to either migrants' active choice and agency in the migration decision (i.e., self-selection), or to selectively applied external constraints. Although the socio-demographic make-up of forced migrant populations has received significant attention in public discourses in receiving countries such as Germany and Turkey, the literature on migrant selection largely focuses on voluntary migration and self-selection mechanisms. As a result, the selection mechanisms of forcibly displaced persons are less well-understood. Particularly in the context of forced migration, the conditions for migration fluctuate heavily within a relatively short time span, e.g., regarding immigration policies and border controls. In this study we contribute to that literature by exploring the changing conditions under which Syrians sought international humanitarian protection between 2013 and 2017 and linking them to the selection outcomes in three major receiving countries: Lebanon, Turkey, and Germany. Based on novel household survey data, we compare age, gender, socio-economic background, and family context of the Syrian populations in Lebanon, Turkey, and Germany by arrival cohort (2013–2017). In a narrative approach, we combinethe cohort analysis of Syrians in Lebanon, Turkey, and Germany with contextual analyses of the (changing) frameworks governing refugee migration in transit and destination countries and descriptive analyses of changing risk levels along migration routes into Europe. Our analyses reveal that higher external barriers coincide with a stronger selection in migrants' socio-demographic make-up. In particular, riskier routes and higher entry barriers are associated with a lower share of female migrants, a lower share traveling with family members, and a higher socio-economic background. In this study, we describe differences in forced migrants' selection outcomes in countries of first refuge neighboring the origin country, relative to a reception country in the global north. By establishing legal and political frameworks as well as the accessibility of routes as external barriers to forced migration we expand on the existing theoretical approaches to selection effects and identify a need for policy intervention to ensure equitable access to humanitarian protection."     "Asylum recognition rates in advanced democracies differ not only across states but also vary within them, translating into fluctuating individual chances to obtain protection. Existing studies on the determinants of these regional inequities typically rely on aggregate data. Utilizing a German refugee survey and leveraging a quasi-natural experiment arising from state-based allocation rules tied to national dispersal policies, we test two explanations for the perplexing regional differences. Drawing on principal–agent models of administrative decision-making, we test whether asylum decision-makers consciously or unconsciously comply with regional political preferences between 2015 and 2017 in Germany, one of the major European destination countries for refugee migration. We furthermore explore whether such biased decision-making amplifies in times of organizational stress as suggested by the statistical discrimination theory. Using mixed-effects logistic regressions, our analyses confirm a lower approval probability in regions with more immigration-averse residents or governments. We cannot confirm, however, that this association is mediated by high workloads or large knowledge gaps. Our results thus suggest that regional political biases affect the individual chance of asylum-seekers to obtain protection irrespective of temporal administrative conditions."     "This article maps from a critical and comparative perspective how scholars at risk are currently being integrated into the European research infrastructure, as well as in various EU and non-EU Member States. The focus is on three countries ranging from older to newer EU members to one non-EU member state—Hungary, Romania and the United Kingdom—as well as on EU-level organizations. We draw on twelve in-depth interviews conducted with key stakeholders involved in the process of academic migration (non-governmental organisations, EU and national level actors) to identify key issues concerning academics at risk. Finally, we call for a robust EU-level response to an issue that is currently inadequately addressed by national governments, professional associations and NGOs. As we argue, the focus on mobility as a factor supporting research excellence in the regular European research infrastructure can have negative unintended outcomes for scholars at risk. For many of them, rewarding mobility can entail the threat of losing their legal status in temporary places of migration. What is needed is a nuanced approach for scholars at risk in a diverse range of situations, which should involve closer cooperation between international academic bodies and EU policy makers, and complement support for those who need to escape to third countries with the offer of remote work in the country where they are able to obtain a secure residence permit."     "The persisting poor labor market integration of refugees and asylum seekers is puzzling, especially given host states' declared desirability of refugees and asylum seekers being employed. Existing research on the determinants of refugees' lack of labor market integration has analyzed possible factors such as refugee health and education as well as host countries' policies and discrimination. Based on original ethnographic data generated in Berlin and Vienna in 2019, I argue that the poor labor market integration can be better understood when we consider colliding perceptions, called scripts, of refugees and asylum seekers: At the same time that they are constructed as potentially useful labor, they are also constructed as helpless children who can never quite be ready for the labor market. I present each script's ascriptions and prescriptions towards refugees and asylum seekers, show how these are enacted by the people subjected to them and analyse how disruptions occur when there are simultaneous, contradictory demands. Policy implications are that the host society's perceptions do matter and that integration measures must be reviewed with regard to their potentially infantilising tendencies."     "We analyze the role of personality traits in destination-language proficiency among recent refugees in Germany. While personality traits have been shown to predict educational outcomes, they have been largely overlooked for immigrants' language acquisition. We extend a well-established model of destination-language proficiency and assume that personality traits' effects manifest through the channels of exposure, efficiency, and incentives. Using longitudinal data and growth curve models, we find that personality traits significantly shaped destination-language learning. Openness to new experiences, conscientiousness, risk appetite, locus of control and resilience were positively related to destination-language proficiency, while agreeableness and neuroticism were insignificant. The positive impact of extraversion and the negative impact of self-esteem on destination-language proficiency were only marginally significant. For all personality traits, we observe that both the efficiency of learning and exposure to learning opportunities represented possible channels through which personality traits affected refugees' destination-language proficiency. In sum, personality traits affect refugees' destination-language proficiency and, thereby, contribute to sustainable economic and societal integration processes.     "Diese Studie untersucht die vielfältigen Faktoren, die die Einbürgerungsabsichten von Geflüchteten beeinflussen, wobei der Schwerpunkt auf den rechtlichen Anforderungen und der Umsetzung von Einbürgerungsgesetzen liegt. Es wird zwischen verschiedenen Einwanderergruppen unterschieden, insbesondere Geflüchteten, Bürgern der Europäischen Union (EU) und Nicht-EU-Bürgern. Mit Hilfe eines Vignettenexperiments unter Eingewanderten in einer umfangreichen repräsentativen Studie in Deutschland werden die Auswirkungen der Liberalisierung der rechtlichen Anforderungen und einem inklusiveren Einbürgerungsprozess auf die Absichten, die deutsche Staatsbürgerschaft zu erwerben, empirisch analysiert. Dieser Vergleich, sowohl zwischen aktuellen und liberalisierten Anforderungen als auch zwischen weniger und mehr inklusiven Einbürgerungsverfahren, bietet ein realistisches Szenario, wie Liberalisierung und Inklusivität die Einbürgerungsabsichten beeinflussen. Die Ergebnisse zeigen, dass eine Liberalisierung der rechtlichen Anforderungen, insbesondere die Möglichkeit der doppelten Staatsbürgerschaft und eine verkürzte Wartezeit, einen positiven Effekt auf die Einbürgerungsabsichten hat. Gleichzeitig unterscheiden sich diese Effekte zwischen den drei Einwanderergruppen, insbesondere aufgrund von Unterschieden in den empfundenen Vorteilen der Einbürgerung. Im Gegensatz dazu hat ein inklusiverer Einbürgerungsprozess keinen Einfluss auf die Einbürgerungsabsichten der Eingewanderten. Diese Ergebnisse unterstreichen die Bedeutung der Staatsbürgerschaftspolitik für die Einbürgerungsabsichten von Eingewanderten. Allerdings zeigen die Ergebnisse auch differenzierte Reaktionen auf liberalisierte Anforderungen und betonen die Bedeutung von gruppenspezifischen Kosten-Nutzen-Überlegungen."     "Refugees are perceived as a category of people that are ‘vulnerable’ per se. However, once they have arrived in (high-income) hosting countries and are supported by a welfare state, vulnerability needs to be rethought, as they face new challenges and potential sources of inequality. In this paper, we have measured vulnerability as the probability of experiencing jointly three interdependent risks: social isolation, financial worries and poor health. For this purpose, we estimated a trivariate logit model to evaluate how individual and household characteristics are associated with vulnerability and also made inferences regarding the residual association between pairs of risks, conditionally to a set of selected covariates. Using the 2016 wave of the IAB-BAMF-SOEP survey of refugees in Germany, we demonstrated the significant correlations between the risks experienced by refugees and assessed a ‘propagation effect’ that affects vulnerability when the three risks come together. Taking this result into account may be useful in preventing vulnerability among refugees when they are faced with even one of these risks." (Author's abstract, IAB-Doku) ((en))

    "The series of earthquakes that shook South-East Turkey in February 2023 brought physical destruction to the region and affected an entire country. Although the tremors of an earthquake do not adhere to the fault lines of social stratification, the impacts of such a natural disaster are nonetheless experienced differently by people, depending on their position in society. The pattern described in this contribution implies that Syrians who had sought refuge in Turkey because of the war in Syria were particularly vulnerable to the consequences of the natural disaster. We suggest that this disproportionally large effect is a result of three fundamental drivers. First, the social and economic disadvantages Syrians faced in Turkey prior to the earthquake resulted in living and housing conditions that made them particularly vulnerable to the destructive force of the earthquakes. Second, because of these pre-existing disadvantages, Syrians are more likely to lack resources such as financial assets and social security to cope with the consequences merging after the initial destruction. Third, rather than receiving the social and economic support that could help compensate for these two drivers of vulnerability, discrimination and exclusionary practices in aid provision pushed some Syrians into a state of vigilance and invisibility (Sevinin et al., 2023) that amplified the effects of the earthquakes. Further data and research are needed to better understand the mechanisms underlying the experience of the Syrian population after the earthquakes. Future public responses to natural disasters, in Turkey and beyond, need to take social stratifications into account and ensure that the more vulnerable groups, i.e., those more exposed to the forces of nature and equipped with fewer resources to cope with its aftermath, receive the support they need. Such responses should counteract social divisions that tend to emerge in the face of adversity and resource scarcity. If the disaster response instead reinforces social divisions in the distribution of resources, the situation of relatively disadvantaged groups, such as the refugee population in Turkey, can easily go from bad to worse."     "While 50% of displaced individuals worldwide are female, women comprised only 31% of the people seeking asylum in Europe between 2008 and 2018. This study utilizes data from Eurostat on 5.6 million asylum-seekers between 2008 and 2018 to identify the country-level factors that drive this gendered selection. The effects are calculated using both a random effects panel model and a fixed effects panel model with clustered standard errors. The results suggest that country-level differences in the degree of gendered selection are largely driven by socio-demographic factors related to women’s social position within their country of origin."     Abstract

    "In face-to-face surveys, interviewers take on many key tasks. They contact households and target persons, encourage them to participate in the survey and conduct standardized interviews. In some cases, however, interviewers may deviate from specified guidelines when performing this task, which in turn can affect the quality of the data. In order to minimise the risk of deviant interviewer behavior in interviews, data quality controls are implemented throughout the entire survey period of the IAB-BAMF-SOEP Survey of Refugees (Brücker et al. 2017). This enables follow-up interviewer training and feedback discussions, and to identify anomalies at an early stage. Such controls have been in place since the first survey wave (see Kosyakova et al. 2019, Olbrich et al. 2020). Through the use of these quality controls, it was found that some interviews did not meet the high-quality standards of the survey. Several analyses indicated that a total of three interviewers had failed to carry out individual interviews properly. It was therefore decided to remove these interviews from the dataset. This decision was taken in close cooperation with the project partners (IAB, BAMF, and SOEP) as well as the survey organisation (infas).     "The literature on migrants’ self-selection is focused on labour migrants, while little is known about refugees and internally displaced persons (IDPs). We contribute to this scant literature, by (1) examining a broad set of factors that could determine self-selection, (2) contrasting selfselection profiles of refugees and IDPs, and (3) comparing self-selection profiles of refugees across countries. Specifically, we compare the self-selection profiles of Ukrainian refugees and IDPs with stayers in the months directly following the Russian full-scale invasion in February 2022. We draw on unique, cross-nationally comparative data from the OneUA project, which surveyed Ukrainian refugees and displaced persons in Europe as well as those who stayed in Ukraine in the summer of 2022. More than 24,000 Ukrainian women residing in nine countries participated in this survey. We find systematic empirical patterns of self-selection related to people’s region of origin, family status, and individual-level characteristics."     "With this paper we want to contribute to the debate on the usage of vocational training as a tool to promote the integration of disadvantaged groups. We focus in particular on programmes that target refugees and highlight the organisational and coordination challenges that must be addressed in order to develop such programmes. Relying on knowledge developed by scholars of collective skill formation and by those who have studied policy coordination, we develop a number of hypotheses that can account for the successful implementation of this type of programmes. We then test our hypotheses against an example taken from Switzerland, consisting of a one-year pre-apprenticeship dual training programme adopted in 2018. We argue that its win-win quality, the flexibility with which it was managed and possibly also the political salience of the issue of refugee integration at the time, were the key factors explaining its successful adoption."
