Existenzgründungen beeinflussen den Arbeitsmarkt positiv: Gründerinnen und Gründer leisten mit ihrem Schritt in die Selbstständigkeit einen unmittelbaren Beitrag zur Senkung der Arbeitslosigkeit und entlasten damit zugleich die Arbeitslosenversicherung. Darüber hinaus können von den neugegründeten Betrieben zusätzliche Beschäftigungsimpulse ausgehen.     "Start-up subsidies (SUS) aim to foster the transition of unemployed individuals into self-employment by securing their livelihood during the first months after their start-up. While the existing evidence on the effects of SUS on subsidy recipients’ labor market success and business performance is rather positive, much less is known about the degree to which SUS can actually induce additional entrepreneurial activity out of unemployment. Critics suspect that SUS are rather ineffective in increasing transitions from unemployment into self-employment, essentially handing out money for nothing. Exploiting large regional variation caused by a German policy reform at the end of 2011, this paper investigates the role of SUS for transitions from unemployment to self-employment using a difference-in-differences strategy. Results show that the reform led to large negative effects on regional transitions into subsidized as well as overall self-employment.     "Besides their common link with unemployment, unemployment benefits are also relevant to the decision to become an entrepreneur. We thoroughly explored this relationship for a panel of 23 EU countries over the period 2001–2019. Our results demonstrate that generous unemployment compensations hinder entrepreneurial initiative, and those opportunity entrepreneurs, who are more likely to create new jobs and innovation, are affected more. Contrary to common belief, we find an unequal pattern of effects, with higher benefits being more detrimental at the beginning of the unemployment spell. A favorable policy framework results in being relevant for entrepreneurial endeavors on its own; in addition, high-quality policies and programs for entrepreneurs are found to temper the negative effects of large unemployment benefits on new business creation during long unemployment spells. Our results support the call for properly designed unemployment benefit systems (as both level and time pattern) that ensure an optimum balance between adequate income replacement and poverty prevention, on the one hand, and limited side effects on new venture creation, on the other hand."     "The literature on start-up subsidies (SUS) for the unemployed finds positive effects on objective outcome measures such as employment or income. However, little is known about effects on subjective well-being of participants. Knowledge about this is especially important because subsidizing the transition into self-employment may have unintended adverse effects on participants’ well-being due to its risky nature and lower social security protection, especially in the long run. We study the long-term effects of SUS on subjective outcome indicators of well-being, as measured by the participants’ satisfaction in different domains. This extends previous analyses of the current German SUS program (“Gründungszuschuss”) that focused on objective Outcomes - such as employment and income - and allows us to make a more complete judgment about the overall effects of SUS at the individual level. Having access to linked administrative-survey data providing us with rich information on pretreatment characteristics, we base our analysis on the conditional independence assumption and use propensity score matching to estimate causal effects within the potential outcomes framework. We perform several sensitivity analyses to inspect the robustness of our findings. We find long-term positive effects on job satisfaction but negative effects on individuals’ satisfaction with their social security situation. Supplementary findings suggest that the negative effect on satisfaction with social security may be driven by negative effects on unemployment and retirement insurance coverage. Our heterogeneity analysis reveals substantial variation in effects across gender, age groups, and skill levels. Estimates are highly robust." (Author's abstract, IAB-Doku) ((en))

    "Die Arbeitslosenversicherung auf Antrag bietet Gründerinnen und Gründern die Möglichkeit, sich gegen einen Verdienstausfall zu schützen. Allerdings nutzen nur sehr wenige Selbstständige das Angebot. In den vergangenen Jahren wurden weniger als 4.000 Versicherungen pro Jahr abgeschlossen – bei mehr als 200.000 Vollzeit-Gründungen jährlich. Das kann sowohl an mangelndem Interesse an der Versicherung liegen als auch daran, dass die Zugangsvoraussetzungen nicht erfüllt werden. Selbstständige, die sich versichern wollen, müssen bereits in der Arbeitslosenversicherung sein: Entweder, indem sie in der Zeit vor der Gründung für eine bestimmte Frist versichert waren oder, indem sie während einer Arbeitslosigkeit vor der Gründung Anspruch auf Arbeitslosengeld I durch Vorversicherungszeiten haben. In dieser Untersuchung wird mit Verlaufsdaten (Paneldaten) erstmals analysiert, inwieweit eine Nicht-Erfüllung der Zugangsvoraussetzungen die geringe Nutzungsquote erklären könnte. Die empirische Analyse zeigt, dass rund die Hälfte der Gründerinnen und Gründer die Möglichkeit hätte, die freiwillige Arbeitslosenversicherung abzuschließen. Etwa 23 Prozent erfüllen die Zugangsvoraussetzungen nicht. Bei den anderen 27 Prozent lässt sich die Zugangsberechtigung auf individueller Ebene nicht eindeutig ermitteln. Diese Personen sind oft Selbstständige, die nicht die nötigen Vorversicherungszeiten als abhängige Beschäftigte aufweisen, aber als Selbstständige versichert gewesen sein könnten. Unterstellt man bei diesen Selbstständigen die durchschnittliche Versichertenquote aller Selbstständigen, dann beträgt der Anteil der Personen ohne Zugang zur Versicherung rund 40 Prozent. Ausgehend von aktuell ungefähr 230.000 Gründungen pro Jahr entspricht das etwa 95.000 Personen, die ohne Möglichkeit zur Absicherung bleiben. Das betrifft vor allem gründende Studierende sowie schon zuvor Selbstständige, die neu gründen und sich bisher nicht freiwillig abgesichert hatten. Auch Personen mit geringer Bildung erfüllen überdurchschnittlich oft die Zugangsvoraussetzungen nicht. Eine Verkürzung der nötigen Vorversicherungszeit beziehungsweise eine Verlängerung des Zeitraums, in dem Vorversicherungszeiten anrechenbar sind, könnten mehr Menschen ermöglichen, die Versicherung zu beantragen. Allerdings sind die Effekte begrenzt. Selbst eine sehr großzügige Reform würde vermutlich mehr als ein Viertel der neuen Selbstständigen ohne Option zur Absicherung belassen. Von der Hälfte der Gründerinnen und Gründer, die die Möglichkeit zum Abschluss der Arbeitslosenversicherung haben, nutzen mehr als 90 Prozent von ihnen diese Option nicht. Die Gründe dafür können hier nicht genauer untersucht werden. Frühere Befragungen deuten allerdings darauf hin, dass viele Selbstständige das Gefühl haben, die Versicherung lohne sich nicht oder werde von ihnen nicht benötigt. Andere wiederum scheitern daran, sich, wie gefordert, in den ersten drei Monaten nach der Gründung zu versichern. Angesichts der niedrigen Nutzungsquote unter Personen, die eigentlich Zugang zur Versicherung hätten, scheint auch deren geringe Attraktivität ein Problem zu sein. Erfahrungen aus anderen europäischen Ländern, z. B. Schweden, belegen, dass eine deutlich höhere Nutzungsquote möglich ist. As experimental variation in program design is unavailable, we exploit the 2011 reform of the current German SUS program for the unemployed which strengthened case-workers' discretionary power, increased entry requirements and reduced monetary support. We estimate the impact of the reform on the program's effectiveness using samples of participants and non-participants from before and after the reform. To control for time-constant unobserved heterogeneity as well as differential selection patterns based on observable characteristics over time, we combine Difference-in-Differences with inverse probability weighting using covariate balancing propensity scores. Holding participants' observed characteristics as well as macroeconomic conditions constant, the results suggest that the reform was successful in raising employment effects on average. As these findings may be contaminated by changes in selection patterns based on unobserved characteristics, we assess our results using simulation-based sensitivity analyses and find that our estimates are highly robust to changes in unobserved characteristics. Hence, the reform most likely had a positive impact on the effectiveness of the program, suggesting that increasing entry requirements and reducing support increased the program's impacts while reducing the cost per participant."     "Mit der Reform des Gründungszuschusses im Jahr 2011 wurden die Rahmenbedingungen der Gründungsförderung für Arbeitslose im Sozialgesetzbuch III umfassend reformiert und die Förderzahlen reduzierten sich drastisch. Insgesamt ist das Arbeitsmarktinstrument weiterhin ein Erfolg: Die meisten Geförderten sind auch knapp 3,5 Jahre nach der Gründung noch selbstständig und etwa ein Drittel von ihnen hat mindestens einen Beschäftigen. Von denjenigen, die ihre Selbstständigkeit inzwischen beendet haben, sind die meisten sozialversicherungspflichtig beschäftigt. Damit haben Geförderte eine deutlich höhere Beschäftigungsquote als vergleichbare Personen ohne diese Förderung. Auch ihre monatlichen Nettoverdienste sowie ihre Jobzufriedenheit sind höher. Verbesserungspotenzial gibt es allerdings bei der sozialen Absicherung: Geförderte zahlen seltener in eine Rentenversicherung oder in die Arbeitslosenversicherung ein und sind mit ihrer sozialen Absicherung unzufriedener als vergleichbare Personen."     "Although a meaningful percentage of firms are created out of unemployment and current active labor market policies in Europe often subsidize unemployed individuals to start their own businesses, little is known about the role of unemployment insurance (UI) generosity for self-employment. By using Spanish administrative data including previously unavailable information on self-employment, we exploit a reform-driven exogenous cut in UI benefits to identify its causal effect on general employment and decompose it into the effects on self-employment and re-employment. Exploiting a discontinuity in the UI benefit schedule which changed as a result of the 2012 Spanish labor market reform, we estimate the causal reform effects on the extensive margin of (self-)employment and on unemployment duration. We find heterogeneous effects on the extensive margin: while the job-finding rate increases, the startup rate decreases. Over different time horizons, the negative effect on self-employment (35-50%) outweighs the positive effect on employment (5-33%). Our UI benefit duration elasticity estimates indicate that reduced UI benefits extend unemployment duration for individuals transitioning into self-employment but shorten unemployment for individuals finding re-employment. Due to the reform's unintended consequences for self-employment, its general employment effect is much smaller than claimed by analyses that focus only on employment." April 2021 eine öffentliche Anhörung zu drei Anträgen von FDP, DIE LINKE und BÜNDNIS 90/DIE GRÜNEN durchgeführt, die auf eine bessere soziale Absicherung von Selbstständigen zielen. Die Corona-Pandemie hat den bestehenden Handlungsbedarf verdeutlicht. Die Stellungnahme diskutiert die Vorschläge zu den Aspekten einer Arbeitslosenversicherung für Selbständige (Leistungen, Beiträge, Zugangsvoraussetzungen, Wahl-/Pflichtversicherung, Antragsfrist, Beteiligung von Auftraggebern bei Plattformarbeit; Statusfeststellung der Selbständigkeit).     "Despite the importance of business creation for the economy and a relevant share of new firms being started out of unemployment, most research has focused on analyzing the effect of unemployment insurance (UI) policies on reemployment outcomes that ignore self-employment. In this paper, we assess how UI benefit duration affects the motivation for creating a startup while unemployed and the subsequent firms' success. To do so, we create a comprehensive dataset on founders in Germany that links administrative social insurance with survey data. Exploiting reform- and age-based exogenous variations in potential benefit duration (PBD) within the German UI system, we find that longer PBD leads to longer actual unemployment duration for those becoming self-employed. Furthermore, the UI duration elasticity for these individuals is higher than common estimates for those individuals becoming re-employed. With increasing unemployment benefit duration, the founders' outcomes in terms of self-assessed motivation, sales, and employment growth lessen. This overall causal effect of PBD can be rationalized with a mix of composition and individual-level duration effects. Therefore, our findings suggest that it is important to consider the fiscal externality of UI on startup success when it comes to the (optimal) design of UI systems."     "Das Institut für Arbeitsmarkt- und Berufsforschung (IAB) evaluierte im Jahr 2013 im Rahmen seines gesetzlichen Auftrags nach § 282 SGB III das Versicherungspflichtverhältnis auf Antrag in der Arbeitslosenversicherung nach § 28a SGB III ('Antragspflichtversicherung'). So wurden die Einschätzungen von Führungs- und Fachkräften in Dienststellen der Bundesagentur für Arbeit (BA) zur Antragspflichtversicherung erhoben. Das Forschungsinteresse richtete sich dabei auf die Bewertung und konkrete Umsetzung des Versicherungspflichtverhältnisses auf Antrag. Zudem wendete sich das Forschungsprojekt der Lebenswirklichkeit von Solo-Selbständigen zu und untersuchte, welche Rolle die Antragspflichtversicherung für die Existenzgründung gespielt hat und wie bedeutsam für Solo-Selbständige eine soziale Absicherung ist (Arbeitslosenversicherung, Krankenversicherung, Rentenversicherung).     Abstract

    "The German start-up subsidy (SUS) program for the unemployed has recently undergone a major make-over, altering its institutional setup, adding an additional layer of selection and leading to ambiguous predictions of the program's effectiveness. Using propensity score matching (PSM) as our main empirical approach, we provide estimates of long-term effects of the post-reform subsidy on individual employment prospects and labor market earnings up to 40 months after entering the program. Our results suggest large and persistent longterm effects of the subsidy on employment probabilities and net earned income. These effects are larger than what was estimated for the pre-reform program. Extensive sensitivity analyses within the standard PSM framework reveal that the results are robust to different choices regarding the implementation of the weighting procedure and also with respect to deviations from the conditional independence assumption. As a further assessment of the results' sensitivity, we go beyond the standard selection-on-observables approach and employ an instrumental variable setup using regional variation in the likelihood of receiving treatment. Here, we exploit the fact that the reform increased the discretionary power of local employment agencies in allocating active labor market policy funds, allowing us to obtain a measure of local preferences for SUS as the program of choice. The results based on this approach give rise to similar estimates. Thus, our results indicating that SUS are still an effective active labor market program after the reform do not appear to be driven by 'hidden bias'." (Author's abstract, IAB-Doku) ((en))

    "From an active labor market policy perspective, start-up subsidies for unemployed individuals are very effective in improving long-term labor market outcomes for participants. From a business perspective, however, the assessment of these public programs is less clear since they might attract individuals with low entrepreneurial abilities and produce businesses with low survival rates and little contribution to job creation, economic growth, and innovation. In this paper, we use a rich data set to compare participants of a German start-up subsidy program for unemployed individuals to a group of regular founders who started from non-unemployment and did not receive the subsidy. The data allows us to analyze their business performance up until 40 months after business formation. We find that formerly subsidized founders lag behind not only in survival and job creation, but especially also in innovation activities. The gaps in these business outcomes are relatively constant or even widening over time. Hence, we do not see any indication of catching up in the longer run. While the gap in survival can be entirely explained by initial differences in observable start-up characteristics, the gap in business development remains and seems to be the result of restricted access to capital as well as differential business strategies and dynamics. Considering these conflicting results for the assessment of the subsidy program from an ALMP and business perspective, policy makers need to carefully weigh the costs and benefits of such a strategy to find the right policy mix."     Abstract

    "New knowledge-intensive firms contribute to innovation, competition, and employment growth, but externalities like knowledge spillovers can prevent entrepreneurs from appropriating the full returns from their investments. In addition, uncertainty and information asymmetry pose challenges for financing. Public policy programs therefore aim to support start-ups. This study evaluates the effects of participation in such programs on the performance of start-ups in high-tech and knowledge-intensive sectors that were founded in Germany between 2005 and 2012. Distinguishing between grants and subsidized loans and after matching recipients and non-recipients based on a broad set of founder and company characteristics, we find that both grants and subsidized loans facilitate tangible investment, employment and revenue growth. Grants are, however, better suited to increasing R&D investments than loans are. Combined with grants, subsidized loans facilitate turning research results into marketable products by means of investments in tangible assets. Start-ups that participate in both types of programs outperform grant-only recipients in terms of innovation performance, employment and future revenues.     "Aus dem Arbeitslosengeld II-Bezug heraus eine selbstständige Existenz aufzubauen, ist eine hürdenreiche Aufgabe. Stereotype Zuschreibungen wie die 'fauler Hartz IV-Bezieher*innen' und 'erfolgreicher Unternehmer*innen' spiegeln das Spannungsfeld wider, in dem sich Gründende bewegen. Die Analysen narrativ-biographischer Interviews mit leistungsbeziehenden Gründer*innen zeigen, dass der Arbeitslosengeld II-Bezug als eine Position sozialer Ortlosigkeit wahrgenommen wird und die Selbstständigkeit dazu dient, sich als Erwerbstätige*r zu positionieren und damit sozial zu verorten. In diesen Positionierungen steht zunächst die Herstellung von Adressierbarkeit im Mittelpunkt. Unter Bezugnahmen auf Narrative, Diskurse und Institutionen werden Selbst-Erzählungen hervorgebracht. Diese (Selbst)Positionierungen, die der Beitrag systematisch in den Blick nimmt, sind prozesshafte und kontextuell bedingte Formen, sich zu diskursiven Erwartungen ins Verhältnis zu setzen."
