Die Arbeitsmarktforschung beschäftigt sich mit der Frage, wie die Integration in das Bildungs- und Ausbildungssystem, der Zugang zum Arbeitsmarkt sowie die Bedingungen der sozialen Teilhabe und kulturellen Integration verbessert werden können.

Aktuelle Studien zeigen zudem, dass Deutschland angesichts seiner demographischen Herausforderungen dringend auf Zuwanderung angewiesen ist.     Abstract

    "This study proposes a novel way to examine self-selection on unobserved skills and applies it to a sample of young males seeking asylum in 2015/2016 in Germany. First, the degree of intergenerational mobility of these refugees is assessed, specifically their educational improvement in comparison to their parents’ level of education. Next, the estimates are compared with the level of educational mobility of similar-aged males in the refugees’ regions of origin. The idea is that this difference indicates the pattern of self-selection on unobserved skills such as grit and motivation.     "This article focuses on the labour market integration of highly qualified female refugees in cosmopolitan Berlin and smaller towns in the county of Brandenburg. Based on interviews with civil society organisations designed mainly for female refugees, universities, employees of the job agency and government administrations, the gendered pathways of stratified access of this group to the labour markets of the two areas were analysed. Special attention was given to the role of emerging intermediary actors and their powers to influence stratified access to the labour markets. As this research shows, a variety of new approaches have evolved, and a web of migration-related jobs to support these women has been created – with marked regional differences."     "This article contributes to previous research on immigrant integration by examining how religiosity and gender roles in European countries influence immigrant women's labor market outcomes. Moreover, we extend theoretical work on the importance of the receiving country's norms and values by hypothesizing and testing whether receiving countries' influence varies with immigrant women's religiosity and gender-role attitudes. Using the European Social Survey data and multilevel regression models, we find that religious immigrant women participate less in the labor market and work fewer hours than nonreligious immigrant women. Immigrant women's traditional gender-role attitudes partly explain the negative relationship between individual religiosity and labor market outcomes. While the receiving country's religiosity is negatively related to immigrant women's labor market outcomes, this negative relationship is significantly weaker for religious and gender-traditional immigrant women than for nonreligious and gender-egalitarian women. These findings suggest that the economic benefits of residing in countries that support female employment are limited to immigrant women who are ready and positioned to embrace gender-egalitarian norms and values."     Abstract

    "If a person is overqualified in the sense that an employee's level of training exceeds the job requirements, then some human capital lies idle and cannot be converted into appropriate (monetary and non-monetary) returns. Migrants are particularly at risk of being overqualified in their employment; however, this phenomenon cannot be fully explained by differences in human capital or socio-economic characteristics. This paper examines whether social capital plays a decisive role in migrants' risk of overqualification in Germany. Using data from the German IAB-SOEP Migration Sample, we analyse the job search process of migrants to determine whether social networks influence their risk of being employed below their acquired educational level. We estimate logistic regression models and find that social capital influences the adequacy of migrants' jobs: We show that migrants are at a greater risk of overqualification if they use only informal job search strategies such as relying on friends or family members. Moreover, we find that homophilous migrant networks and jobs in employment niches are risk factors for overqualification. We conclude that the combination of informal job search modes and homophilous migrant networks leads to a comparably high risk for migrants of being overqualified in their employment in the German labour market."     "Objective: This paper examines gender differences in the labour market integration of newly arrived refugees in Germany. In particular, we focus on the heterogeneity in employment rates among female refugees. Background: Previous research has demonstrated that refugee women are disadvantaged on the labour market not only compared to their male counterparts, but also compared to other immigrant women. So far, however, little is known about the mechanisms that underlie the specific disadvantages of refugee women. Method: Using data from the IAB-BAMF-SOEP Survey of Refugees, we analyse the labour market participation of refugees who migrated to Germany between 2013 and 2017. To test our theoretical assumptions, we apply logistic regressions. Results: Our results show that compositional differences in qualifications, family structure, institutional support, and networks can partly explain the gender gap in labour force participation that disadvantage refugee women. We find substantial variation in the importance of different determinants for the labour market outcomes of men and women. Conclusion: As the gender gaps in labour supply could be fully attributed to the theoretical mechanisms offered in the literature, further research is needed to disentangle female refugees' employment behaviour."     "Objective: We analyse the employment patterns of childless first-generation migrants to Germany. In particular, we focus on the behaviour of female "marriage migrants". Marriage migrants are defined as individuals who married after their spouse had moved to Germany. Background: Demographic studies have illustrated that marriage migrants have particularly high childbirth rates upon arrival. There is, however, little empirical evidence on how the childbearing behaviour of migrant women is related to their employment behaviour. Method: We use event history techniques to study women's labour market entry after migration in relation to their childbearing behaviour. We draw on data from the German Socio-Economic Panel (GSOEP). The analytical sample is restricted to immigrant women who moved while childless to Germany between 1990 and 2016 (n=981). Results: Compared to other groups, marriage migrants have very low chances of entering the labour market. Only 32 per cent of the migrants in our sample had ever participated in the labour market in the five-year period after their arrival in Germany. A large share of the differences between these migrants and other migrants can be attributed to the socio-demographic composition of these women, and to their tendency to transition to parenthood soon after their arrival. Conclusion: We argue that the low employment rates of female marriage migrants must also be viewed in the context of Germany's migration policies, which do not provide many routes for female third-country nationals to move to Germany. One of the few available channels is that of marriage migration. We conclude by discussing the social policy implications of these findings at a time when Germany is gradually becoming a dual-earner society." (Author's abstract, IAB-Doku) ((en))

In this overview, we seek to provide a comprehensive resource for scholars of female immigrant labor market integration in Europe, to act both as a reference and a roadmap for future studies in this domain. We begin by presenting a contextual history of immigration to and within Europe since the Second World War, before outlining the major theoretical assumptions about immigrant women's labor market disadvantage from economics and sociology. We then synthesize the empirical findings published between 2000 and 2020 and analyze how they line up with the theoretical predictions. We also present descriptive analyses with data from 2019, which expose any discrepancies between the current situation in European countries and the situation during the time periods considered in the reviewed studies. As a group, immigrant women are often reported to experience significant disadvantages in their labor market integration, both compared to immigrant men and to native women. However, this type of approach glosses over the substantial heterogeneity in immigrant women's experiences. Instead, our overview points to a selective disadvantage for immigrant women that is highly dependent on their country of origin and the reception context they encounter after immigration." We begin by presenting a contextual history of immigration to and within Europe since the Second World War, before outlining the major theoretical assumptions about immigrant women's labor market disadvantage. We then synthesize the empirical findings from quantitative studies published between 2000 and 2020 and analyze how they line up with the theoretical predictions. We supplement the review with descriptive analyses using data from 2019, which expose any discrepancies between the current situation in European countries and the situation during the time periods considered in the reviewed studies. Our review has three main take-aways. First, the theoretically relevant determinants of immigrant women's labor market integration are generally supported by empirical evidence, but the unexplained heterogeneity that remains in many cases between immigrant women and other groups on the labor market calls for more systematic and comprehensive investigations. Second, quantitative studies which take a holistic approach to studying the labor market disadvantages of immigrant women—and all the considerations related to their gender and nativity that this entails—are rare in this body of literature, and future studies should address this. Third, fruitful avenues for future contributions to this field include expanding on certain overlooked outcomes, like immigrant women's self-employment, as well as geographic regions that until now have received little attention, especially by employing the most recent data."     "Objective: This article investigates the role of motivation in female immigrants' labour force participation. Focusing on recently-arrived immigrants (who have resided in the host country for 18 months or less), we compare the outcomes of two different ethnic groups in Germany: Poles and Turks. Background: The immigrant integration literature tends to focus on the role of resources in immigrant labour market integration. However, when examining particularly the labour force participation of female immigrants, their motivation for joining the labour force is also important. Previous studies of female immigrants in Germany have often neglected this consideration, which includes aspects like culturally-specific gender values and perceived ethnic discrimination. Method: We use data from the SCIP project (Diehl et al., 2015) to conduct logistic regressions on female immigrants' labour force participation. Our sample includes 829 female immigrants from Poland and Turkey between the ages of 18-60, who were either active in the labour force or were 'at risk' of entering. Results: In line with previous studies, our analysis shows that female immigrants' labour market resources, mainly their prior work experience and German proficiency, greatly reduce the ethnic gap in labour force participation rates. Moreover, motivational factors have a large impact on this outcome for both groups, and greatly enhance the picture that our empirical models present. However, we find no evidence that perceived ethnic discrimination plays an important role. Conclusion: Our analysis indicates that when seeking to understand the labour market participation of female immigrants, their resources and motivation should be seen as key components of a gender-sensitive analysis."     "Young EU citizens are encouraged to enhance their ‘employability’ by taking advantage of intra-EU mobility, but, for many, moving to another EU country can instead generate disadvantages in the labour market. Drawing on a qualitative study on the experiences of university-educated young Nordics and southern Europeans working in precarious jobs in Brussels, we examine how their access to income support in the context of mobility shapes their access to financial independence. We argue that the variation in European welfare models regarding young peoples’ social entitlements impacts this access in multiple and complex ways. The article advances a tripartite approach that looks at the regulation and enforcement of conditionality of social entitlements on the levels of EU, their country of origin and their country of destination. The analysis shows how, in Belgium, precarious EU migrant citizens are denied access to income support due to the interplay between general welfare conditionality for all claimants and recently reinforced conditionality affecting EU migrant citizens in particular. In these situations, the de-familialising Nordic welfare models showed an aptitude for shielding their young citizens. The young southern Europeans, on the other hand, often had no access to income support in any country, which forced them to choose between family dependency and unfiltered exposure to precarity."     "Sweden may in many respects be regarded as one of the most gender-equal countries in the world today. However, when looking at the situation of immigrant women a more unsettling picture emerges. Employment rates illustrate large gaps between native and immigrant women, as well as significant gender gaps between immigrant men and women. When investigating plausible explanations for underrepresentation of immigrant women in the labour market, scholars have mainly focussed on cultural and individual explanatory factors. In contrast, this article casts our analytical gaze towards institutional factors by examining the experiences of refugee women who, despite expressing a positive attitude and strong willingness to establish themselves on the Swedish labour market, had not succeeded in finding secure employment. Drawing upon in-depth interviews with refugee women, the results suggest that the insufficient institutional support during the first years in Sweden, devaluation of competence and challenges with ‘starting over’ are perceived as central barriers hindering their access to the Swedish labour market. To facilitate higher labour force participation among refugee women in Sweden it is crucial to develop and implement gender-sensitive measures that target different groups of immigrant women and meet their distinct experiences, needs, and interests."     "Objective: This paper draws on data from the Microcensus to provide a long-term overview of the labour market performance of different arrival cohorts of non-German women and men who immigrated to (western) Germany. Background: While there is a large body of research on the labour market outcomes of migrants to Germany, a long-term and gender-specific overview is missing. Method: We provide descriptive analyses of the employment rates, working hours, and occupational status levels of different arrival cohorts by gender, calendar year, and duration of stay. The data cover the time period 1976-2015. Results: With the exception of the earliest cohort, migrant women and men were consistently less likely to be employed than their German counterparts. While the average working hours of migrant women of earlier cohorts were longer than those of German women, this pattern reversed due to a considerable decline in the average working hours of migrant women across subsequent cohorts. The occupational status levels of female and male migrants increased across the arrival cohorts, corresponding to higher levels of education. Analyses by duration of stay indicate that the occupational status of the arrival cohorts tended to decline during their initial years of residence, and to stagnate thereafter. This pattern seems to be due in part to selective outmigration. Conclusion: Our results clearly show that the labour market performance of immigrants varied greatly by arrival cohort, reflecting the conditions and policy contexts during which they entered Germany.     "Objective: This article studies the intergenerational stability of employment in families of immigrants cross-nationally by investigating to what extent contextual differences between sending and receiving countries affect the transmission of labour force participation from mothers to daughters. Background: It is often argued that a low level of labour force participation among female immigrants reflects gender norms inherited from the sending country, or, alternatively, that it is indicative of obstacles to social mobility in the receiving country. We seek to add to the existing research on this topic by providing evidence of differences between sending and receiving countries that systematically affect the labour market behaviour of female immigrants. Method: We use individual-level data from the European Social Survey (ESS) for 35 receiving countries for a 14-year period (2004-2018) in combination with contextual data for 172 sending countries from 1960 to 2018. First, we provide an overview of employment rates and intergenerational employment stability for different combinations of sending and receiving contexts with respect to the labour force participation rates of female immigrants. Second, we corroborate our descriptive findings with multilevel models. Results: Our paper shows that there are changes in the levels of intergenerational employment stability among immigrants depending on the differences in the female labour force participation rates between the sending and the receiving countries. We find that when women migrate from countries with low female labour force participation rates to countries with high female labour force participation rates, their probability of participating in the labour force increases. However, we also find that the levels of intergenerational employment stability in this group are high. Conclusion: Intergenerational employment stability seems to be responsive to contextual differences between sending and receiving countries. We observe the highest levels of intergenerational stability in employment between mothers and daughters in families who migrated from countries with low female labour force participation rates to countries with high female labour force participation rates."     "Cross-border long-term mobility of apprentices (CBLTMA) is understood as the period an apprentice spends abroad in in-company training (potentially combined with training at a VET provider) for a duration of minimum six months, and typically of up to 12 months, as part of his/her apprenticeship training. It is more difficult to organise than mobility in school-based VET and higher education, largely due to the nature of the relationship between the apprentice and the training companies; the latter must be willing to let the apprentice undergo a part of his/her training abroad. Vielfach reisen Partnerinnen und Partner von Zugewanderten mit ein oder ziehen nach. Partnerschaftlicher Familiennachzug ist ein Hauptmotiv für Zuwanderung nach Deutschland. Der aktuelle Monitor Familienforschung beleuchtet die Situation nachreisender Familienangehöriger im Kontext der Fachkräftegewinnung. Diese mitreisenden Partner – es sind ganz überwiegend Frauen – bieten ein erhebliches Potenzial für den deutschen Arbeitsmarkt.     Abstract

    "In this article we compare the perceived cultural integration challenges by young Spanish migrants in Germany with the support offered by one national government initiative and one local migrant organisation. Based on qualitative interviews, we identified four inequality-related and interrelated challenges: personal relationships, housing, company culture and bureaucracy. Our findings show that MobiPro-EU, as an example of a government initiative, emphasises labour market integration and thereby neglects the cultural dimension of integration. The German-Spanish Association, which is a regional example for migrant self-support, lacks the financial means, staff and geographic scope to provide large-scale support. We conclude that both initiatives follow a different support strategy and demonstrate shortcomings in supporting migrants. As a consequence, particularly for migrants who cannot draw on social support, for instance provided by their personal networks, the absence of effective support measures can negatively affect cultural integration into society as well as career development."     Abstract

    "Dieser Bericht untersucht die Arbeitsmarktintegration der 2013 bis einschließlich 2016 zugezogenen Schutzsuchenden auf Grundlage der dritten Welle der IAB-BAMF-SOEP-Befragung von Geflüchteten, die mit Daten aus den Integrierten Erwerbsbiografien (IEB) verknüpft wurden sowie aktuellen Daten der Beschäftigungsstatistik der Bundesagentur für Arbeit. Unter den Geflüchteten, die sich bis zum Jahresende 2019 fünf Jahre in Deutschland aufgehalten haben, waren 55 Prozent beschäftigt, unter denjenigen, die sich wie die 2015 zugezogenen Geflüchteten, vier bis fünf Jahre in Deutschland aufgehalten haben, waren es 46 Prozent. Im zweiten Halbjahr 2018 waren unter den erwerbstätigen Geflüchteten 57 Prozent als Fachkräfte, Spezialisten und Experten tätig. Die Geflüchteten sind sehr viel stärker als andere Beschäftigtengruppen von den wirtschaftlichen Folgen der COVID-19-Pandemie betroffen: Während die Beschäftigung vom Jahresende 2019 bis Juni 2020 insgesamt um ein Prozent gesunken ist, belief sich der Beschäftigungsrückgang bei den Staatsangehörigen aus den Asylherkunftsländern auf drei Prozent und war damit rund drei Mal so hoch wie im Durchschnitt. Im gleichen Zeitraum des Vorjahres war die Beschäftigung von Staatsangehörigen aus den Asylherkunftsländern noch um sieben Prozent gewachsen. Vor diesem Hintergrund werden die 2015 zugezogenen Geflüchteten im Jahr 2020 voraussichtlich deutlich unter einer Beschäftigungsquote von 50 Prozent bleiben. Die Beschäftigungsquoten geflüchteter Frauen liegen erheblich unter denjenigen geflüchteter Männer. Dies steht in einem engen Zusammenhang mit der Familienkonstellation geflüchteter Frauen, vor allem mit den hohen Anteilen von Frauen mit Kindern im betreuungsbedürftigen Alter."
